Gonzalo Ordonez-Matamoros has a Ph.D. in Public Policy from the Joint
Program between the Georgia Institute of Technology and the Georgia State
University in Atlanta (2008). He currently works as University Professor at
the Universidad Externado de Colombia in Bogotá and as Research Associate at
the Technology Policy and Assessment Center TPAC, a research unit of the
Georgia Institute of Technology (since 2006). Dr. Ordonez holds a B.A. in
Finance and International Relations of the Universidad Externado de Colombia
(1991), an M.A. (D.E.A.) in International Economics and Economic Development
of the Université Paris I Panthéon-Sorbonne (1994), and an M.A. (D.E.A.) in
International Economic Law of the Université Paris X- Nanterre (1995). Dr.
Ordonez served as Advisor on Strategic Planning and Prospective of
COLCIENCIAS, the Colombian Science Foundation 1997-1999), and as Executive
Director of the Colombian Observatory of Science and Technology OCyT
(1999-2002). He has worked as consultant to the Interamerican Development
Bank IDB, the Organization of American States OAS, the United Nations
Development Program UNDP, and several government agencies in Colombia. His
research interests include issues on Science, Technology and Innovation
Policy Design and Evaluation in Developing Countries, topics on which he has
published several research articles and book chapters. His doctoral
dissertation related to the impact of international cooperation on the
development of scientific and technological capabilities in Colombian.
